During Chief Executive John Lee’s largest-ever overseas visit, Cui Jing, Senior Vice President of Dayu, joined the delegation to visit Kazakhstan and Uzbekistan.

From June 1 to 5, Chief-Executive John Lee of the Hong-Kong Special Administrative Region headed a 70-member business-delegation for visits to Kazakhstan and Uzbekistan. As an outstanding mainland-based enterprise representative, Dayu was invited on-board the delegation. The company took an active part in trade negotiations, industry forums and technical-exchange sessions in the two nations. It has drawn widespread attention thanks to its proven smart water-management, smart-agriculture technologies and rich experience in overseas-based cooperation.
This overseas trip marks the largest-scale outbound visit undertaken by the current-term Hong Kong SAR Government. The delegation consists of over 40 representatives from Hong-Kong’s business and professional-service sectors alongside 30 delegates from mainland enterprises (the list is attached below). It constitutes a key initiative for Hong Kong and mainland-based businesses to tap into the Central-Asian market and advance Belt-and-Road trade-and-economic cooperation. Altogether, 96 cooperation agreements and memorandums of understanding were signed throughout the visit, with the involved value exceeding 1.65 billion US dollars.
On the eve of the trip, John Lee encouraged all delegation members. He stressed the power of teamwork, put forward the-cooperation concept of "one plus one yields more than two", and expected delegates to pull together, give full play to their strengths, and serve as reliable resources and partners for the development of the two Central-Asian countries. He remarked that Central Asia is a dynamic emerging market brimming with untapped growth potential. The overseas visit aims to drive in-depth cross-sector exchanges among Hong Kong, the Chinese mainland and Central Asia. Leveraging the complementary strengths of the three parties to achieve mutual-benefit cooperation, it will open a new chapter for long-term economic and trade ties.
Upon the delegation’s arrival in Kazakhstan and Uzbekistan, it received a warm-hearted reception from local governments, business communities and industry organisations. All sectors in the two countries highly recognise the comprehensive strengths of mainland China and Hong Kong in capital, technology, talent and professional services, and have voiced strong intentions to deepen cooperation covering agriculture, water conservancy, infrastructure, scientific-technological innovation and other sectors. This overseas journey builds a regular platform for communication and collaboration, boosts the integration of industrial and supply chains, and contributes to the development of the Belt and Road Initiative.
During the overseas visit, Cui Jing, Senior Vice-President of Dayu Group, took part throughout multiple business forums, keynote speeches and media interviews. She comprehensively presented the enterprise’s core technologies, full-industrial-chain service capacity and practical achievements gained from long-term engagement in the Central-Asian market, shared overseas-operation experience and identified a range of cooperation opportunities.
While in Kazakhstan, Cui Jing delivered an English-language keynote speech to introduce Dayu Irrigation’s core technologies and practical solutions for intelligent water-saving and smart-agriculture. Tailored to Kazakhstan’s demands for water-resource utilisation and modern-agriculture development, she elaborated on innovative approaches for the company’s water-saving technology and industrial practice, and presented its full-chain service capabilities within water-saving irrigation and smart water-management sectors.
Cui Jing then held cooperation discussions with relevant industrial partners in Kazakhstan and gave exclusive interviews to Wen-hui Daily and Now-TV of Hong-Kong during her stay in the country.
In the interview with Hong-Kong Wenhui Daily, Cui Jing elaborated on the company’s core businesses and overseas layout. She stressed that the biggest challenge for the enterprise going global lies not in technology, but in financing. She expressed confidence that better leveraging Hong Kong’s strengths would enable smoother and more sustainable exploration of local markets.
Hong-Kong NOW TV, Cui Jing shared three insights into developing the Central-Asian market. First, conduct advance-stage market research to precisely match corporate strengths with local demands. Second, strictly abide by local policy frameworks and achieve steady growth with the support of regional preferential policies. Third, adhere to long-term market-rooting strategies, make every effort on brand building, channel establishment, after-sales service and local talent recruitment, and maintain partnerships through long-run mutual trust.
While staying in Uzbekistan, she illustrated the essentials of China-based water-saving practices and explained two core concepts: adopting system-based thinking to administer the full-chain water conservation and governance, and pursuing precise and efficient water utilisation.
Following the return from the overseas trip, Dayu Irrigation invited fellow business delegates to its Beijing Research and Development Centre for inspection and exchanges. The participants discussed cooperation modes for the in-depth integration of Hong-Kong capital and mainland-originated technology to jointly explore Central-Asian markets, and explored new cross-border business prospects within smart agriculture and intelligent water-services.

In Kazakhstan, the China-Kazakhstan International Joint Laboratory for High-water-efficiency Agriculture in Arid Zones, jointly built by Dayu Irrigation, China Agricultural University and the Kazakh National Agrarian Research University, has been included on the bilateral cooperation list signed in the presence of the heads-of-state of China and Kazakhstan.
In Uzbekistan, Dayu Irrigation, together with Xi’an University of Technology, takes part in constructing the China-Uzbekistan Joint Laboratory for Collaborative Water-conservancy Innovation in Arid Areas, applying Chinese scientific research achievements to resolve local water-use bottlenecks. This Central-Asia tour as a member of the delegation led by the Chief Executive of Hong Kong serves as a crucial opportunity for Dayu Irrigation to advance its Central-Asian layout and broaden its global-scale market reach. It will facilitate broader and deeper-going cooperation for its Central-Asian businesses and strengthen exchanges with Hong Kong’s government-business circle and cross-industry enterprises on the mission.
Dayu Irrigation has witnessed rapid expansion in its international business and steadily-improved comprehensive strength. In 2025, the group delivered outstanding overseas-business performance, with the value of newly-signed contracts rising by around 70 % year-on-year. Its business model has undergone iteration and upgrade, evolving from simple product exports to the integrated supply of "system-oriented solutions plus operation-and-maintenance services". Its service coverage now spans water-saving irrigation, urban-rural water supply, flood control and disaster mitigation and other sectors.
