On September 2, 2026, an international training and study tour delegation for the Mongolia Vegetable Production and Irrigation Agriculture Project—led by the Asian Development Bank and hosted by China Agricultural University—visited the Beijing R&D Center of Dayu Water Saving to conduct a specialized research and exchange program.

The delegation focused on key issues such as cold‑region agricultural cultivation, water‑saving irrigation technologies, and the long-term operation and maintenance of projects, with an emphasis on learning practical, sustainable models for the construction and management of modern agricultural water‑conservation infrastructure.

It is reported that the Asian Development Bank has long supported Mongolia’s agricultural development, with water‑resource and irrigation infrastructure playing a key role. However, past projects have generally suffered from a tendency to prioritize construction over operation and maintenance. Due to the absence of a comprehensive, systematic management framework, technical operations and maintenance mechanisms, and a robust talent‑training system, many projects struggle to operate sustainably and reliably after completion, failing to deliver lasting benefits—this has become a major bottleneck in Mongolia’s agricultural and water‑resource development. Accordingly, this specialized fact-finding mission focuses on the full‑cycle operation and management of projects, with a dedicated field visit to examine the Dayu Group’s well‑established framework for the implementation and ongoing maintenance of water‑conservation projects.

During the exchange, the International Division team of Dayu Water Saving comprehensively showcased the company’s integrated service capabilities across hydraulic engineering, water‑saving irrigation, water resources management, and agricultural digitalization, with a particular focus on its core EPC+O (Engineering, Procurement, Construction plus Long‑Term Operation) innovation model. Unlike traditional standalone construction approaches, this model delivers end‑to‑end, closed‑loop services spanning project planning and design, engineering execution, technology deployment, long‑term operations and maintenance, and talent development. It effectively addresses the industry’s persistent challenges—such as inadequate post‑completion O&M, systemic gaps, and subsequent operational breakdowns—in overseas projects, aligning precisely with Mongolia’s current project‑development needs.

The two sides conducted in-depth consultations on key areas including the upgrading of Mongolia’s water resources and irrigation systems, ecological restoration, project construction and operation, and local talent development, reaching multiple substantive agreements on cooperation.
Representatives from Mongolia’s Ministry of Finance have placed particular emphasis on the project‑construction and operation model of the Dayu Yuanmou Project. While Mongolia has already established a relevant policy framework, it lacks practical implementation experience as well as expertise in investment and financing and in operations and maintenance management, making professional corporate support urgently needed. The two sides have established regular communication channels, paving the way for future project cooperation.
Representatives of Mongolia’s Ministry of Education have expressed high appreciation for China’s talent‑training and technical‑practical‑training systems in the fields of water resources management and water‑saving irrigation. They hope to leverage the mature training framework of the Dayu Group to establish regular talent‑cooperation initiatives, build a local pool of agricultural and water‑resources‑technology professionals, and ensure the long-term sustainability of local water‑management projects at their very source.
